In a rentier state with otherwise meagre economic resources competition
over privileged access to rents has come to determine the relationships
among the different social groups, and between these and the state. This
has led to the formation on the one hand of strongly privileged groups
which are loyal to the ruling system, and of discriminated groups on the
other. The latter constitute the largest proportion of the population and
are highly responsive to the political ideas of radical Islamists.
