namely the strengthening of Egypt’s food basis, been realized? The answers
to this question are controversial, since reliable data do not exist. Though the
politicians speak of the great successes of the land reclamation projects that
followed the construction of the High Dam whenever they have a chance,
the total area of the reclaimed land did not practically increase during the
first fifteen years after construction, as the figures in Table 8.9, which are
all based on official sources, show. In the calculations mentioned here, land
reclamation on the basis of groundwater was disregarded, for its share was
negligible at the time. It is symptomatic that even the ministers do not quote
the official government publications, according to which, in 1985, the area of
reclaimed land was much greater than mentioned in Table 8.9. In fact the
data are sometimes misleading, since it is not always clear whether ‘reclaimed
land’ is equivalent to ‘land under cultivation’
