Hartung (1991: 80) suggests the construction of a new dam at Wadi Gab-
gaba, to the east of the present lake. Studies should be initiated immediately
to ascertain whether this new project would be not only technically feasible
but could also be carried out in a way that is ecologically, economically and
socially justifiable. It should not be left until the danger is imminent.
• Hamdan (1981: 1,017) quotes Fathi (1981: 29), who suggests turning the
Sadd el-Ali into a one-year storage dam. It would thus be similar to the
old Aswan Dam, but have twice its storage capacity.
A combination of the three suggestions listed here might be the best solution.
It seems advisable to study the old Century Storage Plan again, and to see
whether such measures can be integrated into it. This would mean that the
Sadd el-Ali would lose its present paramount function as a long-term stor-
age dam, and that the water would be stored in various locations along the
southern parts of the Nile course.
