hidden unemployment, which exists in various forms in Egypt. It had still not
been eradicated in public administration and other parts of the public sector
at the beginning of the twenty-first century. In 2003, 7 million persons were
employed in the civil service and parastatals of the productive and service
sectors (Al-Ahram Ektesady, 6 January 2003: 25). This means that about 40 per
cent of the country’s active labour force was employed and paid for by the
state. It is estimated that only one-fifth of the civil servants in Egypt were
actually needed (Internet 2001b).
